Closes #1. Registered EVM wallet: 0x0Ea690E8694F99FCB24958D0d0582576c4b51b5C. This PR implements the TreasuryChart component using a Recharts AreaChart, including data fetching from the dynamic endpoint, skeleton loader, empty state with CTA, automatic refresh, responsive design, and fixes build-time SSR issues with Stellar Wallet Kit.
